The economic context is very difficult this year. Consumer credit is frozen in many countries, investments are retained, companies reduce their activities, massively lay off, some will go bankrupt. Microsoft has announced closures of 5000 jobs. It is a signal that does not deceive. Faced with this extremely serious crisis, which will last one year or more, how SMEs in multimedia products and services will they survive? To innovate, we must have funds available, therefore, sell, access to venture capital, or to get public aid in research. When the consumption falters, while private investors are retreating, will the States go to spend a few million billions they throw in the battle to rescue small businesses of digital technologies? Nothing is less certain. They are not the electoral weight, they do not have the strength to cry, nor the means to lobby.
Yet, they are normally created in the more quality jobs and bring the new economy to the innovation that will make the international competition.
More than ever, States have a responsibility to support this emerging strategic industries. The digital infrastructure is now as important as roads, rail, aviation, telecom. There are digital technologies in all sectors of activity: science, technology, economics, finance, education, health, cultural industries. Investing in digital is supporting all industries. And with a very small share of that vote billion wherever possible to revive the economy, it has a lever versatile, whose effectiveness is demonstrated.
Faced with the crisis, it is in digital priority the need to invest.

World Summit on Internet and Multimedia (WSIM) is the global event on multimedia and internet hosted by International Federation of Multimedia Associations (FIAM/IFMA). The 1st WSIM was in Montreal (Canada); the 2nd in Abu Dhabi (U.A.E.); the 3rd in Montreux (Switzerland); the 4th in Beijing (China).
The WSIM 2009 will focus on innovative digital multimedia and creative content design. As the event host, FIAM/IFMA invites international senior representatives and experts from UN agencies, international professional and industrial associations, chambers of commerce, financial organizations, research and educational institutes, manufactures and service providers on multimedia, internet and digital media industry, to participate in the WSIM 2009. International participants from North America, Latin America, Europe, Asia-Pacific and Africa, with local participants together, will explore the global development strategy and future trends, present international excellence, and promote worldwide opportunities and projects for the digital media industry. World China Network Association (WCNA) is registered in Canada in 2004, as a non-for-profit international organization, aiming at the development to help the World focus on China and China open to the World. In cooperation with FIAM/IFMA, on the bases of the network between the North America and China, INCMD-WCNA is promoting the international opportunities and networks on multimedia and digital media industry between China and global multicultural regions from the Commonwealth, OIF, CIS, GCC, CPLC, Spanish World and German World, etc. WCNA has a networking partnership with FIAM/IFMA and an office of New Media International Centre in Beijing, in cooperation with China National New Media Industry Development Zone (CNM). As the Capital City of Liaoning Province, located at the center of the Northeast Asian and Bohai economic ring, Shenyang is the central city of the Northeastern Region of China, the equipment manufacturing base of China, the trade and commercial hub of Northeast China, and also a historically and culturally famous city of China, a model city for environmental protection of China, the best human habitant city chosen by UN. According to the one of future development strategies, the City of Shenyang will pay more attention to the further development on creative economy and digital media industry.
SHANYANG QIPANSHAN DEVELOMENT ZONE:
A NATIONAL CULTURAL INDUSTRY DEMONSTRATION ZONE
Shanyang Qipanshan Development Zone is a national cultural industry demonstration area in China and the only one in the Northeast China. The future plan of the development zone includes: 1) Developing creative design, animation and electronic game, wireless multimedia, and establishing the Qipanshan Digital Creative Industry Centre, in cooperation with China-Europe Cultural and Creative Industry Research Institute, and Chinese Carton Entertainment City; 2) Developing film and TV production and forming the Northeast Film and TV Cultural Centre, in cooperation with Kanto Movie and Television City; 3) Creating the North China Media Centre, in cooperation with North Media Group. In the meantime, with rich landscape resources, such as Forest Park, Xiu Lake and International Horticultural Expo Garden, Qipanshan Development Zone is working for its goal to become a national ecological region.

FIAM in Special consultative Status with the Economic and Social Council (ECOSOC) of the United Nations
The International Federation of Multimedia Associations (FIAM) has been granted a Special consultative Status with the Economic and Social Council (ECOSOC) of the United Nations. Non-governmental, non-profit public or voluntary organizations may be admitted into a mutually beneficial working relationship with the United Nations by attaining consultative status with the Economic and Social Council.This status is based on Article 71 of the Charter of the United Nations and on ECOSOC Resolution 1996/31 adopted in 1996.
The rights and privileges enumerated in detail in ECOSOC resolution 1996/31, enable qualifying organizations to make a contribution to the work programmes and goals of the United Nations by serving as technical experts, advisers and consultants to governments and Secretariat. Sometimes, as advocacy groups, they espouse UN themes, implementing plans of action, programmes and declarations adopted by the United Nations.
In concrete terms this entails their participation in ECOSOC and its various subsidiary bodies through attendance at these meetings, and also through oral interventions and written statements on agenda items of those bodies. In addition, organizations, qualifying for General Category consultative status, may propose new items for consideration by the ECOSOC. Organizations granted status are also invited to attend international conferences called by the U.N., General Assembly special sessions, and other intergovernmental bodies.
FIAM is then entering a new role of collaboration with its member associations, with the aim of developing a series of work cells in as many sectors concerned by the multimedia and digital interactive content. There is in our network all the know-how and capability needed to help the United Nations bodies across the word in our areas of expertise.
